Sri Lanka's Disaster Management Centre (DMC) is the national lead agency for coordinating disaster risk reduction (DRR), established under the 2005 Act, focusing on mitigation, preparedness, early warning, emergency response, and recovery, working with stakeholders from national to local levels (District DM Units) to build a culture of safety against natural and man-made hazards like floods, landslides, and industrial accidents.

Eligibility for recruitment of external candidates :
Educational Qualification :
- Sinhala/Tamil
- Mathematics
And
- Having passed the General Certificate of Education (Ordinary Level) examination in six (06) subjects at one sitting, with distinctions in two other subjects. And
- Passes in three subjects (excluding the General General Test) in the General Certificate of Education (Advanced Level) Examination.
Tasks assigned to the post :
- Maintaining and keeping the files of various departments of the institution.
- All paperwork is done with computer assistance.
- Acting in accordance with the management's orders in all purchases of the institution
- Duties related to maintaining all vehicles owned by the organization
- Keeping the institution's warehouse goods in custody and related activities.
- Maintaining accounting activities and related duties in accordance with the existing accounting principles of the institution.
- Assisting the Audit Officer in auditing all transactions of the institution and performing other duties related to asset protection.
- Public relations activities such as maintaining communication links between the institution and external parties, telephone exchanges, receiving guests, etc.
- Maintaining ledger accounts in accordance with basic accounting standards, recording transactions and assisting in the preparation of final accounts.
- Telephone communication activities of the National Call Center operating under the Disaster Management Center.
- Identifying potential disasters in the district in collaboration with the Assistant Director, identifying and mapping areas at risk of such disasters, identifying and mapping safe places and routes for them.
- Coordination of activities to identify and implement disaster mitigation projects in disaster-prone areas.
- Establish a process for early warning of potential disasters within the district to the disaster-prone community.
- To take necessary measures to respond to disasters when they occur. To prepare preparedness plans for responding to disasters by establishing disaster management committees and sub-committees at the district, divisional and Grama Niladhari levels.
- Carrying out response and coordination activities in emergency situations.
- Coordination of awareness and training activities at the local government level, district, regional and Grama Niladhari levels regarding disaster management.
- Implementing training programs for communities living in areas with high disaster risk.
- Maintaining a database of physical and human resources that can be used in emergency situations.
- Financial control related matters of the District Coordination Unit
- Assisting in the preparation of project reports
- Assisting in relief work
- Implementation of awareness programs.
- Transportation.
- Participation in District Development Committees.
Salary Method :
- The salary payment for the position will be made in accordance with Management Services Circular No. 1/2025.
- MA1-1-2025-6.46,220-10x540-07x630-04x890-20x1190 – 83,390.00. 80 Expense allowance and other allowances provided by the government from time to time will also be provided.
Age :
- Must be not less than 18 years and not more than 45 years. The maximum age limit mentioned here does not apply to internal applicants.
Nature of Appointment :
- Permanent, entitled to Employees' Provident Fund and Clients' Trust Fund.
- If selected from among external candidates, they will be appointed subject to a probationary period of three (03) years.
- If selected from among internal candidates, they will be appointed subject to a probationary period of one year.
